Vintage Toppers Get a Revamp

I had the lovely job this week of doing some remedial restoration work on a heap of vintage top hats. They weren't in great shape, and more work will follow, but I noticed on the insides (of the hat, not the paper/silk lining) there were various pencil numbers scribbled (see below). I know a bit about top hats, but would love to know more, and wondered if it's a specialist subject of anyone in this group? Are they makers marks? They don't seem to relate to sizing...

Half the hats were English, the others Canadian made, nearly all from different makers. Some were made in England for Canadian stores. Really fascinating! But also sad to see them in such a state.
